The order matters. First I look for the problem, then I check whether people want it solved, and only then do I build the product. The reverse route, starting from the technology and hunting for a use for it, usually ends with an app nobody needs.

The quote is individual, because it depends on scope and complexity. I price a simple automation differently from an app with its own interface. I always start with a free quote and I suggest beginning with a small prototype, so the cost and the risk stay low.
